Job summary

Mission
• Organise, coordinate, and control the execution of the Hook-up activities, both performed by subcontractors or in direct hiring, ensuring a proper coordination between disciplines supervisors and Hook-up engineering, overseeing the availability of project materials, equipment, and tools, verifying that works are carried out in accordance with project documentation, schedule, safety and quality standards and procedures;
• Represent Hook-up construction in daily meetings with Client.

CANDIDATE PROFILE

Education and Experience

• 12+ years in offshore Oil & Gas field;
• Mechanical Engineering or equivalent

CORE WORK ACTIVITIES

• Ensure that Hook-up activities are carried out as per time schedule and adhering to the time frame allocated to the specific work tasks;
• Interface with Hook-up Planning and Control Analyst to share information regarding the progress of the work, highlighting possible cause of deviations between the program and the work carried out and to analyse the forecast for Client/Third parties’ inspections;
• Interface with Hook-up Engineering to request instruction s to overcome possible problems/critical issues, propose alternative solutions and request preparation of technical queries;
• Ensure the supervision and monitoring of the works performed, subcontracted or in direct hiring;
• Coordinate Hook-up resources, indicating any needs or surplus;
• In conjunction with commissioning superintendent, plan and monitor vendors or any specialists’ activities at site;
• Manage the technical and administrative documentation;
• Promote safe works practices and environmental protection, ensuring that safety standards are respected;
• Ensure that an effective Permit to Work system is implemented and maintained for the safe execution of the activities supervised by discipline specialists;
• Ensure the Hook-up Marine Spread management is performed according to hook-up execution needs, in a timely and effective manner.

At Yard:
• Cooperate with Hook-up team to give inputs and expertise into the preparation of project Job Card;
• Ensure proper and time effective stocks of tools, equipment and consumables are arranged in line with project forecast workload;
• Support Hook-up Manager into material management and carry over management during weekly meetings with fabrication department;
• Provide inputs to the definition of the Hook-up works detailed planning.

Location: Doha, Qatar

Job Summary

The COMMISSIONING MANAGER will look after the execution of the overall management of  all Testing and Commissioning (T&C) Activities. He/ she will be responsible for defining and proposing the preparation and execution strategies and plans for pre-commissioning, commissioning, system completion and hand-over to the operation team for the Topsides and Pipelines of offshore/ onshore projects. The person in the position is to ensure that all tests carried on at the construction site, including performance testing, will always follow the H&S/ Company and clients’ procedures and processes established.

CANDIDATE PROFILE

Education and Experience

  • University Degree in Engineering
  • Minimum of 15+ years in commissioning discipline (preparation and execution) with at least 5 years as a Commissioning Lead or Manager of Offshore Oil and Gas Production Facilities
  • Proven experience in ONSHORE & OFFSHORE jobs in oil & gas preferably in the Middle East
  • Fit and ready to work in construction/ Oil & Gas/ site environments
  • Functional knowledge of pre-commissioning, commissioning, operations and maintenance technology
  • Experience with EPCI contractors, sub-contractors and vendors involved in the oil and gas industry and commissioning activities
  • Worldwide experience with contractors involved in the commissioning and handover activities of Offshore facilities
  • Excellent HSE awareness and commitment
  • Ability to plan, organize and coordinate a team, excellent decision-making and problem-solving skills

CORE WORK ACTIVITIES

  • Ensure the coordination/ production of the T&C plan
  • Provide the coordination of works/ T&C activities and access
  • Support the coordination of maintenance during Testing and Commissioning
  • Assist in overseeing T&C safety onsite
  • Advise on satisfactory operations resources
  • Support scheduling and planning of process for the handover of assets from construction to T&C Assist in developing technical performance measurement and improvement processes
  • Ensure compliance, approval and acceptance of the processes
  • Assist in inspecting and testing the performance of all operational facilities at each station (platforms, CCTV, PSD, etc.)
  • Manage the classification of the commissioning works in the EPCI and the key milestones; review/ validate the “commissioning” subcontractor AVL; manage the evaluation of the EPCI tenderers’ proposals; responsible for ensuring that the objectives, for the commissioning of the NFE Offshore platforms and pipelines, are safely met as per applicable quality standards and within the approved budget and schedule
  • Development of the preparation and the execution strategies and plans for pre-commissioning, commissioning, completion and hand-over to Operations for the Topsides and Pipelines of NFE Offshore; provide input into owners’ cost and budget for the execution phase of EPCI
  • Management of the EPCI for the preparation and the execution of the pre-commissioning and commissioning including: defining the Commissioning Management System (CMS) software; preparing the specification for, evaluating EPCI Contractors prequalification response and proposals, to prepare and identifying systems for the execution phase
  • Review, validate and/ or select commissioning subcontractors in AVL
  • Review FEED Contractor documentation related to commissioning, participate in FEED workshops
  • Ensure that best practice commissioning considerations and methods are delivered to the project for FEED and related activities, for flawless start-up principles
  • Identify commissioning risks and implement mitigation measures
  • Promote innovation and cost reductions when seeking technical solutions, prioritizing reliability, the safety of installations and personnel, and respect of the environment
  • Manage identification and formalization of any change request related to Commissioning from Contractors before implementation, ensuring compliance with management of change procedures for changes in the Contractor’s design or deviations from the Company Directives.

Job Description

The ONSHORE CONSTRUCTION COORDINATOR will support construction organization during bid and execution of construction activities, ensuring the management of the interfaces with engineering and procurement departments, overseeing the availability of the construction materials and equipment. He/ she will ensure full compliance with safety procedures, quality standards, corporate and project requirements through the implementation of company tools and methodologies. Additionally, the person we are looking for plays a key role in supporting project organization on construction Strategy definition and construction execution plan. Preferred candidates already residing in Qatar.

CANDIDATE PROFILE

Education and Experience

University Degree in Civil Engineering, Mechanical or similar disciplines
At least 15+ years of previous experience, mainly as construction coordinator/ supervisor
Brownfield Onshore Construction for SIMOPs & Shutdown experience required
CORE WORK ACTIVITIES

Promote safe work practices and environmental protection, ensuring that safety standards are respected
Ensure the fulfilment of the project quality and contractual requirements
Coordinate with Project Team the set-up of time schedule
Give all information regarding the progress of the work indicating the cause of deviations between the program and the work carried out; propose solutions and/ or request instructions to overcome these problems. Control production parameters in terms of efficiency and productivity
Support the Construction Superintendent during data workflow set-up and its continuous monitoring
Support the resolution of technical problems encountered during the execution of the works
Support the Construction Superintendent and Supervisors during the verification of quantities accounts of the works including updating man-hours and cost estimates for scope of work changes
Ensure the supervision and monitoring of the works performed, subcontracted or in direct hiring. Coordinate human and technical resources, indicating any needs or surplus. Plan and monitor vendors or any specialists’ activities at site
Coordinate with Procurement Team the correct set-up of materials procurement flow
Ensure the preparation of RFQ during Bid and Executive Projects, including their TBE for final evaluation of Subcontracts and Services
Ensure the preparation of TCF design, procurement and construction methods and schedule
Ensure the capitalization of construction experiences through data back up with necessary traceability.
