Job Description

Key Result Areas:

Manage the oversight and administration of the Whistleblower program
Manage, select, and implement an appropriate software application for the Whistleblower program ensuring alignment with QF requirements
Lead and contribute to refining and developing related policy, procedures, and protocols
Review and carry out assessment of initial allegations as per the Foundation’s established complaint screening criteria and process
Develop and establish standardized investigation protocols, guidelines, and practices
Conduct internal reviews or investigations into allegations of non-compliance with law, regulation policy, or ethical standards and draft detailed investigation reports
Work with management to implement remedial measures or close gaps in internal controls identified in the investigative process
Generate and distribute regular and ad-hoc reports and continuously seek opportunities to enhance reporting
Contribute to strategic decisions, including ongoing and ad-hoc projects, providing inputs which contribute to the enhancement of the compliance function
Provide independent assurance, making sure compliance with internal and external obligations through compliance monitoring process
Contribute to fraud prevention, mitigation, and investigation trainings and raise awareness of fraud within Qatar Foundation
Other reasonable tasks as assigned by supervisor
Minimum Knowledge, Skills & Experience:

Bachelor’s or Master’s degree in relevant field (Risk Management, Compliance, Law); or other fields such as Human Resources, Public Administration, Psychology; relevant combination of education, training and work experience
5-7 years of experience in similar roles; experience working in GCC is preferred
Strong experience and knowledge of regulation and legislations in the State of Qatar
Certification on ACFE; other professional certifications such as CIA, CPA and ACCA are an advantage
Extensive experience performing investigative work, which may include performing Whistleblower investigation or mediating Whistleblower cases
Demonstratable investigative experience; gathering, reviewing/analyzing document, interviewing witnesses, researching case laws to determine compliance or non-compliance
Advanced knowledge of ethics and compliance profession and investigations standards
Strong ability to analyze data and draw reasonable conclusions and communicate clearly
Excellent teamwork and interpersonal skills and ability to establish and maintain effective working relationships in a diverse multi-cultural environment
Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is an advantage
Strong knowledge in CaseWare or other relevant software is an advantage. Proficiency in ERP applications and MS Office applications

Job Description

Key Result Areas

  • Participate in the activities of the assigned Information Services team led by a Senior Information Services Librarian to effectively provide reference and reader’s advisory, collection management, literacy and learning in assigned subject areas.
  • Provide reference and reader’s advisory services in the Qatar Reference Service through regular shifts in the Learning Commons, by eReference, and through individual office consultations.
  • Provide information literacy and learning opportunities through the development of innovative content and promotional activities for researchers, the education community (post-secondary) and the general public.
  • Develop the library collection in assigned subject areas by searching for, identifying, evaluating and selecting relevant resources in all formats through the application of standard library collection development methodologies in conjunction with the Collection Development policy and library procedures.
  • Develop print and virtual resources to support teaching and learning activities and for self-directed learning opportunities.
  • Maintain regular interaction with faculty, researchers, students and the general public to determine user needs.
  • Develop displays in order to highlight and interpret the library’s collections and services.
  • Continuously explore new applications of pedagogy and technology in order to design and deliver active learning, critical thinking and learner collaboration.
  • Serve on designated committees throughout the library.
  • Participate in outreach programs to support research, education and community needs.
  • Contribute to the profession by publishing, presenting and / or participating in professional organizations.
  • Keep abreast of developments, trends and issues in all areas of responsibility.
  • Other tasks as assigned.

Minimum Knowledge, Skills & Experience:

  • Master’s degree in Library and Information Science accredited by the American Library Association or foreign equivalent, and a Bachelor’s degree in a Social Sciences discipline such as Business, Psychology, Sociology.
  • 2 years of professional library experience.
  • Strong interpersonal, communication, and presentation skills in both oral and written English and Arabic. (Native speakers of Arabic are required to have high IELTS or TOEFL scores).
  • Proficiency in MS Office applications.

Job Description

To provide high-level, in-depth research and reference assistance to support the university’s instructional research missions.

Key Result Areas:

  • Serve HBKU’s staff, students and visitors to use the reference collection effectively.
  • Develop and implement innovative methods of providing library services.
  • Develop and present research instructions using remote technology.
  • Conduct research seminars for research assistants and participate in other training as required.
  • Participate in providing training for Faculty Research Assistants and develop and maintain electronic updates.
  • Participate in library planning and administration.
  • Participate in teaching library related classes; provide classroom instruction as needed.
  • Assist in training library users to use the library webpage, databases and library catalog.
  • Participate in the selection of print and electronic resources in assigned subject areas.
  • Perform and supervise the selection of reference material and maintain them.
  • Participate in web page committee, OPAC system committee to express the public point of view and concerns, and databases and online resources committee.
  • Develop, plan and participate in outreach opportunities in conjunction with the reference department.
  • Provide instruction for the use of bibliographic and electronic information systems and networks.
  • Serve as liaison to faculty members and interact with faculty and students to identify information needs.
  • Assist library patrons by answering specific information requests.
  • Guide users in the effective use of a broad range of information resources.
  • Resolve customer complaints and offer appropriate solutions.
  • Other reasonable tasks as assigned by supervisor.

Operating Environment, Framework & Boundaries:

Work is performed in a standard office and university library environment. Must follow all relevant HBKU policies and procedures, and all regulatory/best practice requirements and protocols. Occasional weekend and evening hours may be required as well as the library’s regular reference desk rotation schedule.

Communications and Working Relationships:

  • Supervisor – frequent contact to provide guidance, work instructions and approvals.
  • Library Information Technology Staff – contact as needed for hardware, software, website, connectivity and technology issues/needs.
  • Faculty members and students – frequent contact to assist with library and reference needs.
  • Library staff – daily contact for work progress updates and to resolve any library-related issues.

Problem Solving & Complexity:

  • Evaluates, compares and relates information from across the business.
  • Identifies broader implications of proposed solutions across the organization.
  • Uses own experience and evidence from theory, other industries and technologies to identify problems and understand situations.
  • Reviews existing policy to enable effective problem solving and judgment by the team.

Decision Making Authority & Responsibility:

  • Accepts responsibility/accountability for own decisions and explains the rationale.
  • Reviews available information in conjunction with interested parties and arrives at decisions by consensus judging degree of consultation needed to ensure commitment.
  • Remains calm and resourceful when making difficult decisions, basing them on facts.
  • Ensures decisions are taken by self and others after reviewing available information while exhibiting reasonable foresight.

Minimum Knowledge, Skills & Experience:

  • Bachelor’s degree in Library Science, Master’s preferred.
  • 6-8 years of full-time work experience in higher education institutes.
  • Knowledge of the theory of information literacy, reference services, curriculum development and pedagogy to build programs and services.
  • Excellent writing skills with the ability to draft and edit a variety of written reports, communication documents and to articulate ideas clearly and concisely.
  • Arabic proficiency is an advantage.
  • Proficiency in MS Office applications.
