Providing post-award contract Management of “Quantity Surveying and Cost Estimating” Services on all types of Contracts including engineering, construction, operation & maintenance activities and shall include but not be limited to the followings:

• Review and verifying Third Party Contractor Cost Estimates.
• Auditing, verifying and preparing the monthly progress valuations and final accounts based on SoR / Manhours against approved cost estimates and Contract Terms and Conditions including site visits to carry out site verifications and measurements.
• Assist Lead QS in execution of the first assessment of Star Rates.
• Able to provide durations data of standards performance for the statistical verifications.
• Providing commercial / contractual site information in preparation of Variations to Contract and evaluating price escalations of materials.
• Evaluating claims submitted by Third Party Contractors.
• Inputting progress and Final Account payments in Company SAP system that includes creating service entries and technical release.
• Providing commercial / contractual awareness to Company Engineering, Operation, Maintenance, etc as & when required.
• Shall report directly to Quantity Surveyor / Cost Estimator.

Qualifications and Requirement

Minimum Academic Qualifications:​

• Should possess the following or equivalent to the Company’s discretion:
• Omani National with QS Degree or QS Diploma.

Work Experience:

• Knowledge of QS profession.
• Must have a valid Omani Driving licence.

Personal

• Energetic person who is self starting, takes initiatives, has a high degree of personal integrity, high standard of business ethics, good commercial acumen with adequate computer skills (familiar with Microsoft Word and Microsoft Excel as a minimum).

Accountabilities

• Provide governance for the overall SAP Input and all QS activities to fellow Junior Quantity Surveyors.
• Ensure that dealings with Third Party Contractors and Vendors during the engagement and subsequent relationships are fair, transparent and in accordance with business principles.
• Ensure fair and equitable dealings especially with Omani Local Community Contractors (LCCs) from COMPANY concession areas.

• Bachelor Degree in Quantity Surveying or related
• Minimum 6+ years Quantity Surveying working experience in the Middle East or Qatar ideally
• Experience working on CostX is a must

Responsibilities

• The Quantity Surveyors will report to either a Commercial Manager or Associate Director
• Will be responsible for organising measurement tasks when preparing estimates / cost plans
• Draft estimates / cost plans for review and finalisation with senior management.
• Preparation of BOQ including drafting Preambles / General Requirements.
• Undertake market review / research for compiling and updating unit rates for estimating.
• Responsible for on-site and off-site quantity verifications and confirmation with regards to payments and variation works.
• Responsible for checking and verifications of all invoices of the said sub packages on site.
• Maintain a register of payments.
• Check the materials on and off site and verified delivery and acceptance from the client’s representative for payment approval.
• Prepare and maintain records of all sub-contractors agreement and payments.
• On site verification of Final Accounts submitted by the Contractors and selected Sub Contractors and Suppliers, adjusting as necessary and providing recommendations to the Client.
• Prepare and maintain cash flow forecasts for Subcontract works.
• Update Cost report.
• Carry out cost estimates for alternative design solutions.
• Prepare estimates of variation works.
