Job Description
Identify, implement and report on performance management scope, processes and performance data and its projects, initiatives and operational entities on an ongoing basis or as when required.
Identify and recommend Key Performance Indicators (KPIs) that are suitable for different projects and initiatives while managing a balanced measurement system for improvement.
Continually improve on performance management processes and to recommend new tools that will give insights into a balanced measurement system that can assist in identifying areas for improvement and growth where necessary
Vet and verify performance data submitted by different projects, initiatives and operational entities in order to ensure completeness and adherence to requirements and support the development of critical reviews.
Support Projects & Initiatives management to analyze entities’ and initiatives’ business plans, assess different strategic options, evaluate performance, and business case proposals against intended strategy and goals avoiding scope deviations.
Assist in the development of mitigation/corrective action plans in conjunction with related under-performing projects and initiatives.
Monitor and review performance against corrective plans put in place as part of the performance management processes.
Conduct structured and ad-hoc evaluations as needed in order to ensure the effective execution of the whole performance cycle and raise reports for the management.
Support in research activities and in preparing recommendations and reports/ presentations to support management and executive decision-making.
Under guidance from Projects & Initiatives management, support in conducting new opportunity assessment, evaluation, and development of business cases for projects or initiatives and business development opportunities.
Provide required analysis in supporting Projects & Initiatives management in developing recommendations identifying cross-organizational improvement initiatives targeting cost savings, revenue augmentation, integration within assets, streamlining of delivery models, and implementing synergies in offerings.
Support Projects & Initiatives leadership in developing Executive Management briefings and papers.
Job Requirements
Bachelor’s degree in a relevant field & 6-8 years of relevant full-time work experience.
Excellent communication, teamwork and interpersonal skills and ability to establish and maintain effective working relationships in a diverse multi-cultural environment.
Good strategic thinking, planning, and analytical skills, both quantitative and qualitative
Considerable knowledge of quality and risk management practices
Outstanding writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is an advantage
Proficiency in MS Office applications and applicable technologies, platforms, and systems such as MS SharePoint, Oracle ERP, and Hyperion.

Brief Description
A freelancer position to support the IT solutions for Research,Development & Innovation (RDI) Council and Secretariat, and ensure allrelated issues are resolved on a timely manner
Detailed Description
- Develop and model business scenarios affecting critical business processes and/or decisions
- Support data collection, integration, and retention requirements based on the input collected with the business
Work with stakeholders/partners to identify the Information Systems business requirements and the expected outcome - Collaborate with stakeholders/partners/subject matter experts to select the relevant sources of information needed to identify and gather data requirements
- Design and build user interface applications and back-end databases using various programming and scripting languages to support the national RDI solutions for Council and Secretariat
- Prepare/execute test scripts for QRDI developed systems to ensure the readiness of system
- Participate in the development, enhancement, and customization of RDI business solutions
- Document user and system requirements to formulate the business requirement document
- Support information systems and ensure they are stable, well designed, and effective to use
- Plan and conduct user training for existing and new information systems
- Plan, coordinate, and implement information systems’ tools changes, installation of upgrades, patches, and new versions, through proper change control processes
- Maintain complete and up to date documentation of all actions and operations in support of the application and interfaces
- Ensure availability, reliability, and recoverability of related computing services, such as application delivery, backup and recovery, monitoring and notification, and web technologies
- Monitor, maintain, and improve the security of supported systems
- Create and maintain up-to-date database backup and recovery strategies to rapidly recover any loss of data due to the system or user errors
- Troubleshoot user problems and needs and determine possible solutions
Job Requirements
- Bachelors’ degree in computer science, computer engineering or related field
- 6-8 years experience in software design and development
- Knowledge of latest/popular software development technologies and frameworks isessential:
- Microsoft ASP.NET, ASP.NET Core, ASP.NET MVC, Web API, Web Forms or Java Server Pages(JSP) and related web development technologies and APIs
- C#.NET,VB.NET, Java, HTML, CSS, Java Script
- Web Development frameworks/tool sets such as jQuery, Bootstrap, Angular
- Microsoft SQL Server or Oracle, SQL Server Reporting Services or Crystal Reports
- Programming languages such as XML, HTML, DHTML, ASP, JSP, VB, Java, & Flash
- Excellent knowledge of source control technologies like (SVN, TFS, GIT)
- Familiarity with project/task/ticket management tools like Microsoft Project, JIRA, etc.
- Excellent interpersonal as well as written/oral communication skills are essential
- Ability to work independently, as well as in team
- Excellent writing skills with the ability to draft and edit a variety ofwritten reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is an advantage
