Job Description

Act as the single point of contact for planning, execution and closure of all projects
Execute projects ensuring cost control, quality and timelines of deliverables
Develop Annual plan and Budget for all project activities
Develop and implement the initiatives, projects, and activities in accordance with Project Initiation and Feasibility Study procedure.
Execute commissioned studies and concept development initiatives
Review and recommend tender packages, bid evaluation and award of contracts and submit recommendation to management to assist in the decision-making.
Develop, track, monitor and report measures and performance of all projects in weekly/monthly basis on projects status and budget status
Assist all initiatives and projects from technical and financial aspects.
Interact and advice the management of institutions on policies and procedures
Provide assistance to management in oversight during accreditation, licensing and evaluation process
Carry out other similar or related duties such as prepare a variety of ad-hoc reports, attend various planning and other meetings, answer queries on progress of projects or studies.
Support development of project charters and plans of projects and initiatives, on scope, performance expectations, integration, accountability and overall strategic and business planning.
Lead special projects and strategic initiatives assigned to the relevant department. Devise and execute plans, lead teams, and report on progress, outcomes and performance.
Support in developing and managing projects related to transformational/ change/ strategic high-impact programs, as assigned by leadership
Support development of recommendations for optimization for the projects, initiatives and operational entities in scope identifying cross-organizational improvement initiatives targeting cost savings, revenue augmentation, and integration within assets, streamlining of delivery models, and implementing synergies in offerings.
In collaboration with supporting entities and key stakeholders, provide input into new opportunity assessment, evaluation, and development of business cases for business development opportunities by either initiated projects, initiatives and entities.
Implement risk management practices through the adherence to Qatar Foundation policies and procedures. Assess and effectively manage risks associated with end-to-end business activities.

Job Requirements
Bachelor’s degree in a relevant field & 6-8 years of relevant full-time work experience
Knowledge of budget preparation tools and techniques
Knowledge of Project planning and management
Knowledge in tender packages and award systems
Management and project management skills
Courses on Project Management – Preferably PMP certified
Ability to multi-task across projects and studies
Proven track-record of collaboration and network building
Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is an advantage
Proficiency in MS Office applications
Knowledge of or experience in working with Qatar government officials

Brief Description

To manage,develop and promote Qatar Foundation’s performance management Initiatives,including but not limited to objective settings, performance management, performanceimprovement plans, employee engagement surveys, competency frameworks etc.

Detailed Description

Drive the performance management long term strategy at QF, identify & evaluate the mechanism and tactics to improve the overall performance management process.
Lead and manage the full cycle of objective setting & performance appraisal from start to finish; analyze the data, evaluate the results and advice on overall feedback and areas of considerations and improvement per division.
Consults and collaborates with key stakeholders to ensure effective implementation of the performance management process across QF divisions.
Design, implement and continually improve Performance Appraisal System (PAS) to maintain alignment with the Foundation’s mission and strategies
Will ensure timely publication and completion of the QF performance Appraisals and submission of all related reports as per procedures on the subject
Maintains a close relationship with all department heads/ managers and supervisors with a view to guide them and recommend to them on handling of low performers and specific employee development initiatives
Drive and manage the creation and administration of the QF Competency Frame work in consultation with the Talent Management Director.
Facilitates integration of the competency framework with various HR processes.
Will design instruments for assessing the employee satisfaction surveys, feedback surveys, and provide insight and analysis on the submitted results.
Would ensure implementation of procedures and systems for succession planning and coordinate the identification and development initiatives of identified successors.
Ensures proper implementation of the performance improvement plan process & its related elements. Overlooking the performance improvement plans with the concerned departments and drive their implementation till completion.
Actively participate to compile, analyze and interpret data obtained from surveys and makes recommendation with regard to desired initiatives for improving employee motivation
Will design training programs with regard to performance management, coaching & counselling and conducts workshops for QF employees based on the business needs and when required.
When required, will participate in designing effective career ladders procedure in consultation/ liaison with the concerned departments and address all issues and concerns arising out of the same
Will effectively drive identification, development and retention of star performers with QF & its centers and ensure implementation of its procedure drawing maximum value from it to motivate QF staff.
Participate in the design and development of the Talent pool and its related strategic needs.
Benchmarks best practices against leading organizations locally and internationally, and drives continuous improvement measures to adopt effective and efficient procedures and processes.
Actively participate in succession management, workforce planning and leadership initiatives when required.
Other reasonable tasks as assigned by supervisor.

Job Requirements

Bachelor’s degree in a relevant field
8-10 years of relevant full-time work experience
Training / workshop delivery experience
Experience of appraisal systems, employee development and application and identification of learning needs
