Job Description

Job Summary and Purpose:

Ensure that the company receives maximum value (price, quality etc) for resource allocation the money spent by ensuring efficient procurement of goods and services. Coordinate the purchasing activities for the organization as well as joint venture companies. Resolve any issues that come up, through innovative thinking and teamwork, also ensure complete compliance with departmental, corporate and state policies and procedure.

1. Assist in tendering and awarding call off agreements for all repetitive purchases as per the policies of the section/ department.
2. Prepare Limited Tender Committee (LTC) submissions for tendering and award proposals. The incumbent shall present the same to tender committees for discussion and getting endorsements.
3. Ensure that all stages of the procurement process from the pre-tender stage to the post-award stage are implemented successfully and that all commitments are entered into the SAP system.
4. Plan and coordinate all activities required for conducting any commodity-based purchases.
5. Capturing all approved long term supply agreements for repetitive purchase in SAP under Outline Agreement.
6. Ensure all the Material Requirements Planning (MRP)s items been captured under commercially viable agreement supply for reduction in inventory, logistics, administrative and overhead costs.
7. Identifying opportunities for the preparation of Service Level Agreements for the combined purchase of Material and services.
8. Perform the material and services procurement process in accordance to the N-KOM’s business requirements in compliance to Company’s policies, department’s procedures and ethical standards to ensure the following:
a) Request for Qoutation (RFQ)/Tendering/Request for Proposal (RFP) and sourcing process is fair, open and ethical with all Vendors and contractors with equal opportunities to all interested parties.
9. Preparation of Purchase Orders contains complete information and is accurate as quoted and negotiated.

Inspection and Control:

10. Identify any non-conformities and make suggestions for improving procedures related to purchasing.
11. Follow-up on orders to ensure that the required materials are shipped and delivered on the date promised by the supplier and captured in SAP as PO delivery date.
12. Conduct value and ageing analysis of the purchased products to improve efficiency.
13. Ensure all delivered materials are in complaince to the PO requirements and close-out Over, Short, and Damaged (OS&D) on monthly basis.

Relationship Management:

14. Build and maintain effective relationships with the government and custom authorities so as to prevent any problems when goods are imported by the company.
15. Liaise with other departments on a regular basis to identify their requirements for goods and services.
16. Assist in negotiating on commercial terms with suppliers such as prices to maximize the value for money. The incumbent shall always safeguard the company’ s interest.
17. Liaise and coordinate with the end users and the logistics staff to ensure on-time deliveries and rectify all OS&Ds with the coordination among Warehouse, logistics and Vendors.
18. Coordinate with the selected bidder to ensure completion of alI administrative processes and submission of all contract signed documents. Also, chasing Accounts and Finance to ensure timely settlements of payments to all the vendors.
19. Communication with internal interfaces for all relevant matters include Engineering, Project Management Teams, Operations Group, QSA, Finance and Commercial.
20. Preparation and presentation of Querterly KPI reports, daily orders progress, Outline Agreements and expediting reports, and all assignment status sheets to the Head of purchasing

Agreement Activities:

21. Seek opportunities for consolidation by establishing and managing supply agreements/Call-off Agreements which are directed towards reduction of overall acquisition and inventory cost.
22. Collaborate with the joint venture companies of NAKlLAT for joint utilization of supply agreements, and checking for material availability.

Record Management:

23. Maintain accurate records for audit trail purposes as per’ P&P of the purchasing section.
24. Support the evaluation of quotations and clarify all technical queries with vendors and end user departments/sections with minimum possible time.
25. Maintain appropriate records to ensure that the procurement process and the contractual agreements are accurately documented (signed contracts,etc.) for accountability and audit purposes.
26. Provide assistance in managing the administrative process from preparation of LTC documents till the award of the contract.
27. Evaluate purchase requisitions and source all the required materials from commercially and technically viable vendors. The incumbent shall use the existing supply agreements/Call off Agreement/ if any.
28. Assist the Head of Purchasing in maintaining all related procurement documents and records.
29. Assist in the preparation of Requests for Quotation, Invititation to Bid, Requests for Proposal and ensure timely dispatch of these documents to concerned parties captured in SAP.
30. Closely following-up with the logistics for deliveries, warehouse for Goods Reccieved Notes (GRN), vendors for invoices, accounts and finance for the critical order payments settlements.

31. Ensure timely issue of RFQs/ Invitation to Tender (ITTs) /RFPs to correct vendors and contractors through system.
32. Ensure Commercial information is kept confidential and not released to persons outside of Procurement group and only to Project or Cost Control Managers in accordance to the policies.
33. Produce accurate Commercial Bid Evaluation (CBE) and ensure the purchasing coordinator are following all details accurately over the CBE before PO release.
34. Create Purchase Order with all supporting documentation (CBE, valid quotations, proposals, TBE/technical datasheets, Material Safety Data Sheet (MSDS), catalogue, LTC approval, contract copy, etc.) as per requirements and ensure the same with the Purchasing coordinator.
35. Ensure all KPIs are met monthly and self generating, monitoring and reporting the personal progress reports.
36. Ensure the purchase orders deliveries and storage of chemicals and supplies schedules are under complaince to the regulations of RLIC and NKOM’s policy towards handling and Storage of Dangerous goods.
37. Updating daily progress to the Senior Purchasing Officer/Engineer. And ensure using of Smartsheet® for reporting the daily targets completion and progress.

Market Research:

38. Conduct market research and gather market intelligence on new products, opportunities and suppliers.
39. Monitor the global trends with regards to all repetitive purchase materials.
40. Assist the end user departments / sections in obtaining the pricing information they require for developing their department / section budget.
41. Purchase Order Close Out in the SAP without remining any financial liabilties over company.

42. Adhere to all relevant QHSSE policies, procedures, instructions, and controls so that NKOM provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.

Job Summary and Purpose

Assist and support in planning and organizing the delivery of NAKILAT’s various events in line with the organization’s overall strategy and ensure it reflects the required image.

Accountabilities

Key Accountabilities:

Events Management: 
1.    Support the Head of Events in organizing and managing all NAKILAT and Joint Ventures’ events including Ras Laffan Industrial City visits.
2.    Assist in planning, organizing and directing the activities of the Events Section to ensure that services are provided efficiently and effectively.
3.    Work with Head of Events to establish NAKILAT’s calendar of events through liaising with key stakeholders while ensuring compliance with pre-set budget and branding guidelines.
4.    Assist Head of Events to ensure proper delivery of NAKILAT’s events.
5.    Build and maintain good relationships and external contact at national and international levels with peer companies such as Qatar Petroleum, QG, and other Qatari companies in addition to conferences’ planning & management organizations.
6.    Support in the implementation of graphics, marketing and branding material used at event activities.
7.    Participate in preparing nametags, banners, roll-ups, invitation cards, notebooks, packages, gift bags, seating cards, etc.
8.    Support in inspecting event facilities when applicable, to ensure that they reflect customer requirements and event goals.
9.    Assist in measuring the effectiveness of events via regular checks and surveys as appropriate; and take action and provides advice to senior management around effectiveness of organized and attended events.
10.    Assist in the procurement of all needed resources to support events, including equipment, presentations, printed collateral material, promotional items, staff uniforms, etc.
11.    Support the implementation of new and innovative ideas from the industry under the supervision of the Head of Events.

12.    Support Head of Events in research and help to execute events in a creative and different ways to raise NAKILAT’s exposure.

Job Description

Ensure that items requested by the vessel, the company, business partner and JVS are send quoted, approved, ordered and delivered in accordance to user requirement, in a timely manner and as per the applicable policies and procedures.

Accountabilities

Core Accountabilities:

1. Ensure the timely ordering of the day to day requisitions received from End User, by using the software used for the procurement and the supply chain.
2. Monitor requisitions entered in Company’s software, Purchasing and Inventory System from vessels and generate ‘Request for Quotation’ from Approved suppliers, implementing Company’s relevant policies, procedures and initiatives.
3. Analyze quotations on a value cost basis commensurate with Quality and availability in order to ensure cost efficiency.
4. Raise ‘Purchase Orders’ once the End User approves the RFQ and track ‘Purchase Orders’ from Supplier via warehouses and freight forwarders till delivery on-board vessel.
5. Assist the Accounting function for disputed invoices related to Material items and Freight forwarding.
6. Assist the End User/ Superintendent in the preparation of the budget.
7. Ensure the goods/services delivered is in compliance with International Rules and regulations applicable the End User, (SOLAS, Wheel mark, etc.)
8. Report to the Head of Purchasing any specific vessel requirements.
9. Coordinate the purchase of Lube Oil to the vessels in order to ensure smooth delivery without delays and issues.
10. Evaluate in cooperation with the Marine Purchasing Officers & Head of Purchasing various suppliers in order to maintain cooperation with the most valuable suppliers for the company.
11. Monitor and manage suppliers’ performance and lead suppliers’ improvement programmes in order to enhance competitiveness and progress.
12. Apply the most appropriate Purchasing strategies, including efficient procurement processes and supplier-base management, wherever possible ensuring fair and free competition between potential suppliers.
13. Assist in providing reports on purchasing performance, through analyzing all available data and propose plans to the Head of Purchasing so as to meet individual, team or Supply department objectives.
14. Arrange freight shipments, coordinate emergency repair needs, pick-ups and deliveries in a cost effective and timely manner to respond to customer needs and keep abreast of department of Transportation shipping regulations.
15. Travel to conduct Vendor Audits as required by the management and the needs of the business.

Job Description

Execute the chartering activities of the organization as well as support in identifying business opportunities and enhancing the chartering processes.

Accountabilities

Key Accountabilities:

Business development:
1. Ensure proper implementation and follow up on utilization plans of fleet by executing the chartering activities.
2. Analyze market outlook and assist in identifying possible business opportunities and possible chartering processes enhancements.
3. Assist in capturing suitable chartering opportunities and maximizing the utilization of the vessels under the in-house Commercial management of Nakilat.
4. Build and maintain relationships with brokers, ship-owners, ship agents, shippers, receivers, charterers and port agencies worldwide. Schedule visits to load/discharge terminals to gauge ground level situation and maintain relationship with ship’s command.
5. Work closely with the commercial & analysis team to review business/chartering opportunity assumptions.

Legal and Insurance:
6. Review terms of Charter Party with Legal and Insurance functions and ensure that company’s interests are protected by ensuring necessary insurance coverage is in place, proper defense is arranged through vessels’ P&I Club and finally seek reimbursement of relevant expenses from charterers as per charter party clauses.
7. Negotiate TCP claims, seek legal advice and provide recommendation to Head of Chartering.
Chartering:
8. Maintain close dialogue with market players, brokers, and potential customers.
9. Keep scouting around for chartering opportunities to maximize fleet utilization.
10. Assist in gathering market updates, competition update, trade outlook and any other information required to build a proposal/recommendation package for management.
11. Assist in evaluating different chartering opportunities by analyzing voyage calculations/economics and provide different scenarios to Head of Chartering.
12. Ensure negotiation of charter party terms as per company’s policy and procedures.
13. Coordinate TCP review process with internal stakeholders.
14. Ensure vessels’ information (e.g., Q88, Form C, list of Primary terminals), to be used in marketing the vessels for business, is always kept up-to-date.
15. Coordinate with Charterers for issuing voyage instructions as may be necessary.
16. Provide necessary inputs to the voyage estimation process in accordance with the company guidelines and prepare budgets and cost estimation for LPG, Bulk and Product vessels.
17. Prepare and review cost analysis, freight, dead freight, heating and other invoices related to voyage, including post-voyage claims, as well as track receipt of payments.
18. Review the tender strategy with Head of Chartering and spearhead the collection and timely submission of necessary tender documents and information.
19. Ensure compliance with proper procedures regarding Bills of Lading and Letters of Indemnity.

Planning:
20. Use all possible means for voyage planning including the use of software tools to monitor and coordinate all activities related to voyage. Also, analyze variance between the voyage plans versus the actual plan, while generating report for the Head of Chartering.
21. Coordinate periodical meetings with vessels’ technical manager to address any technical/operational issues which could have a commercial impact as well as address any customers’ concerns.
22. Coordinate timely between Charterers and vessels’ technical manager to conduct any Owners’ related matters (e.g., SIRE, Crew change, spares delivery, lube oil supply) with minimum deviation and minimum (target zero) off-hire.

Claims:
23. Monitor performance of vessels versus the charter party requirements and request demurrage and off hire claim, as necessary.
24. Monitor vessels’ performance in line with TCP warranties and generate a monthly summary report highlighting any areas of under/over performance. Further, follow up immediately with vessels’ technical manager to address any underperformance observations or concerns.

27. Support post fixture operators by ensuring compliance with charter party terms.
28. Solicit customers’ feedback and ensure a timely follow up on Customers’ concerns raised either in general or in the bi-annual Customer Feedback Form.
29. Update the division’s relevant P&Ps as deemed appropriate to cope with evolving business needs.
30. Provide relevant documents and information to successfully address any audit (internal and/or external) requirements.
31. Support in collecting data to prepare relevant JV board packages.
32. Maintain updated records of the chartering coverage/utilization of the Maran Nakilat JV fleet.
33. Recommend actions to resolve performance issues and continuously work towards the performance and efficiency of the fleet of ships.
34. Ensure that proper procedures are followed with regards to Letters of Indemnity and Bills of Lading.
35. Stay up to date with regards to knowledge of all the company regulations, international and national statutory requirements. The Chartering Officer should also be aware of the most recent developments in the Maritime industry. His/her knowledge base shall include SOLAS, MARPOL, ISM, ISPS, SOPEP and the company quality systems.
36. Carry out any other duties as directed by the immediate supervisor.

Qualifications:

  • Degree in Business/Economics/Technical of Marine Engineering or any other relevant field.

Experience:

Job Summary and Purpose:
Lead the Joint Ventures department for effective management and operation of all of the organization’s LNG and VLGC joint ventures and to ensure the protection of the organization’s and shareholder’s interests. Along with this, focus also on objectives such as cost effectiveness of operations, implementation of best practices and compliance with shareholders agreement.

Contribute to the formulation the divisional strategy in alignment with Nakilat strategy, and support its implementation.

Participate in translating the divisional strategy into annual operational business plans, and ensure their implementation, as well as follow up their progress, and take corrective actions as needed.

Key Accountabilities:
Joint Venture Management:
Ensure that the joint ventures into which Nakilat enters with various international companies, returns the best interests that are aligned with those of Nakilat.
Ensure consistency between all the joint ventures in terms of ship performance, projects, initiatives, operating costs, refit specifications and crew competencies.
Supervise a team to work with the joint venture ship managers on operational and technical issues that are experienced on board the ships until the incident is successfully closed.
Set the targets to be achieved for the department related to the joint ventures to ensure that short and medium term business targets are met along with regulatory requirements.
Participate in preparation of the joint venture board meeting materials and ensure that the same is disseminated prior to the meeting. Ensure that all members are aware of any pending issues and the same is discussed in the meeting.
Prepare regular reports and make presentations on finance and administrative activities to the joint venture partners, board members and senior management of Nakilat.
Conduct frequent discussions and meetings with joint venture partners to address important issues.

Negotiations:
Provide support to the Senior Commercial Advisor in negotiating new agreements and generating commercial breakthrough solutions.

Analysis:
Develop, prepare and conduct with minimum supervision, complex analysis and reporting on the finance and administrative activities of the company and its joint venture partners.

Administer Agreements:
Administer shareholder agreements and other corporate agreements as they relate to the various joint venture partners of the organization.

Third Party Interactions:
Manage interactions with charterers on behalf of third party vessel managers. These interactions are related to discussions on operational issues, legal disputes, underperformance etc.

Oversee all matters, both administrative and operational related to joint ventures.
Develop and maintain long term relationships with important maritime industry bodies, customers and suppliers to try and maximize support for the organization’s strategy and plans.
Benchmark the performance of all the joint venture vessel managers and report the same to the senior management so as to enable them to make informed decisions.
Ensure cost optimization across the joint venture companies for new projects.
Manage the database of common failures and major operational issues experienced on board the joint venture LNG vessels.

Qualifications:
Degree in International Trade or Business is essential
Masters’ degree in Business or International Trade would be advantageous

Experience:
Minimum of 10 – 15 years’ experience in maritime organization, the last 5 years of which must be at a senior level managerial position. The most recent position held should be that of a Manager or Head of an energy related business unit
Prior experience of minimum 5 years of the LNG sector is required
Prior experience of dealing with multiple international JV operations is essential. International exposure is essential, however specific experience of the Middle East is not essential

Job Specific Skills:
Maritime background in an energy related sector would be preferred
Understanding of and experience with project and stakeholder management
Previous experience of developing business in the energy sector on an international scale is required
Able to read and evaluate company accounts
Knowledge of financial procedures associated with the oil & gas industry in particular joint venture accounting

Job Summary and Purpose

This job requires a combination of both technical (operational) and practical safe operations expertise to act as a leading hand & to provide guidance to HSE & FIT Promoters and reporting to safety Subject Matter Experts (SME) such as Officer level staff. Responsible for monitoring the dynamic / changeable activities on board the vessel and acts on the variable requirements in coordination with the Safety Team, Project Team and Ship Crew.

Accountabilities

1. Prepares the shift handover form for confined spaces’ status and activities.
2. Follows up on the implementations of the agreed corrective and preventive actions as a result of the daily project walkthroughs and other daily HSE issues on-board the vessel.
3. Checks and issues category 2 hot work permit subsequent to the joint inspection from the trade.
4. Assists and guides the Ship Crew and Service Engineers on board vessels with regards to N-KOM HSSE rules and regulations. Coordinates with Ship Crew with their requirement of Permit to Work (PTW) and communicates with the Vessel Safety Officer and concerned section for appropriate actions.
5. Mobilizes and issues safety equipment like fire lines, fire extinguishers, life-saving, emergency & rescue, Spill control tools and equipment and communicates with FIT for providing the required items and services based on the dynamic work requirements.
6. Identifies hazards, takes actions for elimination and stops work where conditions and/or practices are unsafe and reports the findings for further coordination with the Project Team / Client / Ship Crew.
