Job Description

Participate in the processing of refugee files for the USRAP. As needed, oversee team
members undertaking casework and providing support to US Citizenship and Immigration
Services (USCIS) officers on circuit rides.
2. Adhere to all security protocols and procedures and all circuit ride guidelines and procedures.
Associate Project Officers must be ready, willing, and able to travel to and work in temporary
field operations such as Doha, Qatar and to pass all security and medical clearances required to
work in locations throughout the region.
3. Develop and maintain a comprehensive understanding of all aspects of USRAP refugee file
processing following guidelines set forth by the program and adapting knowledge as guidelines
are issued or updated.
4. Conduct interviews with refugee applicants in a dignified and professional manner while
maintaining the integrity of IOM and adhering to the Code of Conduct. Record refugee
statements by writing factual, accurate case histories that capture each applicant’s individual
persecution story.
5. Accurately record all biographic data and family relationships for all refugee applicants. Verify,
translate, scan, and photocopy all documents required for each refugee file for the purposes of
case preparation and/or employment verification. Complete data entry for cases that are created
in the database.
6. As required, provide support to visiting USCIS officers, including preparing and
quality-checking refugee case files, providing assistance as interviews are conducted and
completing other administrative tasks such as updating files and decisions, communicating
issues and results to the Field Team support staff, escorting refugee applicants and
rescheduling interviews.
7. As required, provide administrative support to the RSC team and management, including but
not limited to support related to the processing of family reunification cases, interpreting for
refugee interviews, escorting refugee applicants, preparing, organizing and inventorying refugee
case files and assisting with logistical support such as flight bookings, housing arrangements or
security clearances.
8. Operate under stressful working and living conditions while maintaining a collegial team
environment and productive working relationships with both colleagues and implementing
partners.
9. Ensure the data integrity of RSC MENA refugee records in the START (USRAP Processing
System) database. Utilize new tools to improve the quality of information entered into and

extracted from START.
10. Maintain and ensure the confidentiality and integrity of all RSC-related information by
implementing control procedures in line with USRAP standards of conduct and data protection
rules. Alert a Project Officer or Manager of RSC MENA-Qatar Processing Site of any
non-compliance to Standard Operating Procedures (SOPs) or codes of conduct.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Social Science, International Relations, Regional Studies, or a related field
from an accredited academic institution, or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Experience in USRAP, particularly in RSC casework and USCIS adjudications support
activities is preferred;
• Experience serving in hardship locations, particularly in the region, is an advantage.
Skills
• Strong written and verbal communication skills and ability to effectively communicate with a
team;
• Excellent computer skills and a high level of proficiency in spreadsheet and database
applications, with experience using the START (USRAP Processing System) an advantage;
• Knowledge of USRAP program implementation and familiarity with IOM’s administrative,
financial and business rules and practices is desirable

Job Description

Contribute to the strategic planning for supply chain related activities of the Country Office
(CO) in close collaboration, with internal and external stakeholders in the country, as well as
relevant units at HQ.
2. Conduct logistics capacity assessment and market research to keep abreast decisionmakers
about local market trends and developments; analyze statistical data and market reports on the
commodity situation, production patterns and availability of good and services.
3. Coordinate and monitor all supply chain management related tasks and activities, including
planning, budgeting, scheduling and provision of goods and services needed by the CO.
Prepare regular progress reports, statistical information and briefing notes, as required.
4. Contribute to the management of the supply chain activities in the CO, including planning,
procurement, warehouse management, transport and distribution, fleet, assets and facilities
management, logistics information management and reporting, and provide support, guidance
and training to the relevant staff with respect to the related policies, rules and regulations.
5. Identify supply chain bottlenecks (value stream mapping) and propose the optimization of the
processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely
and efficient manner.
6. Contribute to the review of the procurement requests, identify service providers, and evaluate
information regarding vendor’s performance in terms of quality, prices, and timely delivery of
goods/services. Maintain a pool of qualified vendors.
7. Solicit bids, quotations, and tender documents, oversee bidding process, and provide support
for executing the procurement transactions, analyze the offers assuring conformity to specified
requirements; conduct appraisals and select suppliers, and confirm terms of payment; prepare
purchase orders and ensure receiving authorization in line with the CO’s delegation of authority
(DOA) matrix.
8. Liaise with the programme management and provide technical support in preparing and
issuance of “Call for Proposals” and bidding documents for the tendering processes of the
programmes/projects. Ensure bidding processes are conducted fairly, transparently and in
accordance with the existing procurement rules and regulations.
9. In coordination with relevant parties, ensure timely submission of asset, procurement and
other reports within the CO, Regional Office and relevant HQ departments, as appropriate.
10. Contribute to the establishment and management of robust appropriate internal control
mechanisms for Supply Chain Management process to safeguard the Organization’s assets and
prevent fraud, while ensuring that country specific administrative procedures are in place and
followed in accordance with the Organization’s rules and regulations.
11. Support and monitor the maintenance and repair of office facilities, including preventive
maintenance. Contribute to the establishment of maintenance agreements with competent
service providers when it is feasible and determined to be cost effective.
12. Provide training and guidance to the SCM staff of CO, while monitoring, evaluating and
supporting their professional and career development.
13. Participate and engage actively in the UN inter-agency meetings and forums related to
supply chain management. Collaborate on sharing resources to achieve common goals and
implementation of UN global initiatives.

Context:
Under the direct supervision of the Chief of Mission (CoM), in close coordination with the
Labour Mobility and Human Development (LMHD), the Migrant Protection and Assistance
(MPA), Thematic Specialists in the Regional Office (RO) Cairo and at Headquarters (HQs) and
the Regional Liaison and Policy Unit in the Regional Office Cairo (RO Cairo), the successful
candidate will be accountable and responsible for managing, coordinating and overseeing the
work of the migration management unit in IOM Qatar and for providing substantive support to
the Chief of Mission for the provision of technical and programmatic support and representation
functions with the government of Qatar, the UN and non-governmental organizations, donors as
well as other partners.

Core Functions / Responsibilities:
1. Establish and maintain positive working relationships with the Government of Qatar, including
relevant ministries, donors, and other partners, such as fellow UN agencies, academia, and
semi-governmental entities.
2. Provide advice and guidance to the government of Qatar on “mainstream” migration sectors,
including labour and facilitated migration, migration and development, counter-trafficking,
assisted voluntary return, migration health, assistance for vulnerable migrants, immigration and
border management and overall capacity-building in migration management.
3. Provide programmatic, technical and operational support to the Government of Qatar and
other stakeholders on migration related issues, including the implementation of their global
migration related commitments including Global Compact for Migration (GCM) and their
participation in the upcoming International Migration Review Forum (IMRF), and the Sustainable
Development Agenda.
4. Substantively support the work of the UN Migration Network/ UN Migration Working Group at
country level and ensure the active engagement and participation of other UN agencies and
other stakeholders.
5. Identify and assess migration issues and priorities in the Country and Gulf region, share
advice and information, prepare materials and provide substantial guidance to colleagues in
Country Office and region.
6. Liaise with other IOM missions in the Gulf Cooperation Council (GCC) region and support the
implementation of the IOM GCC strategy 2022-2024.
7. Identify potential donors and liaise with donor representatives to discuss and negotiate the
funding of IOM programming in the country and the GCC.
8. Assess opportunities and take action to implement migration management related activities in
Qatar.
9. Manage the work of staff in the migration management unit and ensure the timely delivery of
results.
10. Identify and engage with national, regional and global stakeholders, in coordination with
CoM.
11. Develop and deliver presentations and training sessions at conferences, workshops and
meetings and provide programmatic and technical advice and information on migration
management related areas to government officials, non-governmental actors including Civil
Society Organizations (CSO) and private sector.
12. Establish strong partnerships and maintain strong relationships with implementing partners,
the donor community, government, local authorities, United Nations (UN) agencies and other
stakeholders such as private sector and CSO with the aim to ensure and coordinate dialogue,
resolve issues, and manage knowledge and information sharing and cooperation among
government and non-government actors.

Required Qualifications and Experience:
Education
• Master’s degree in International Development, Public Health, Peace and Conflict Resolution,
Social and/or Political Science or a related field from an accredited academic institution with five
years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in liaising with governmental authorities, other national/international institutions,
Non-Governmental Organisation (NGOs), donors, UN agencies, and other developmental
partners and civil society actors;
• Relevant experience in the Gulf will be a distinct advantage; and,
• Experience in project management and implementation and monitoring programme activities.
Skills
• Demonstrated expertise in the thematic area relevant to project development;
• Proven expertise in migration policy development and collaboration with other international
organizations and network/partnership building;
• Familiarity of GCC issues and/or experience working in the GCC an advantage; and,
