Job Description

Job Summary and Purpose

  • Work closely with joint ventures and build relationships with them focusing on the mission and objectives set forth by the company.
  • Establish an alignment in joint venture companies between HR services and business goals.

Key Accountabilities:

  • Act as a consultant particularly on issues related to joint venture’s strategy execution and change, talent management, performance management, people processes; alignment between HR and its customers to resolve any issues.
  • Provide sound advice and support to joint venture’s leadership and line managers on all people processes’ issues, including diagnosing organizational challenges.
  • Assist in identifying the talent capabilities required at Joint Venture’s to execute the organizational strategy.
  • Work closely with the management to improve work relationships, and increase productivity and retention.
  • Provide HR policy guidance to joint venture’s leadership.
  • Integrate proper and efficient delivery of essential HR services to joint venture’s by evaluating HR effectiveness and recommending an optimal service delivery model for Joint Venture.
  • Conduct analysis on Joint Venture’s behavioral and structural change and provide advice and support to NAKILAT’s Joint Venture on all aspects within HR services.
  • Guide Joint Venture’s leadership in delivering and sustaining corporate change initiatives.
  • Support in establishing a business partnership mindset to foster change and optimization of HR functions.
  • Apply and continue to develop Business Acumen to ensure HR initiatives contribute to foster business capability and performance.
  • Assist in identifying, developing and delivering integrated human resources solutions.
  • Adhere to all relevant SHEQ policies, procedures, instructions and controls so that NAKILAT provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.
  • Implement approved departmental policies, processes and procedures.
  • Carry out any other duties as directed by the Head HR Business Partnership.
  • Maintain effective and continuous communication with Joint Venture’s to ensure alignments and business objectives are achieved and sustained

Qualifications, Experience and Skills

Qualifications:

Bachelor’s degree in Business Administration, Human Resource Management or any other field. A Certification from an accredited institution is a plus.

Experience:

  • 6-8 years of related experience in a similar position, preferably in the Oil & Gas industry.

Job Description

Key Accountabilities:

  1. Implement the day-to-day operation assigned for the allocated project to ensure compliance with the established standards and procedures and client requirements.
  2. Responsible for kick starting the project handling the overall project requirements, managing time, budget and scope, vendors, procurement and providing relevant construction presentation/reports for both internal and external stakeholders
  3. Effectively manage the project team including personnel from the functional departments and always ensure effective communication.
  4. Responsible for monitoring the progress of the project to ensure timely delivery of assignments while maintaining high HSE standards and cost effectiveness. Ensure programs are front lined on daily basis. Develop contingency plans in advance in case items on critical path are delayed.
  5. Arrange project meetings, internal and external as necessary to ensure the effective monitoring of key project performance indicators.
  6. Efficiently manage all the project interface internal and external with all involved stakeholders.
  7. Closely track the project cost in all aspect to ensure project is within budget at all time and timely reporting to direct report.
  8. Motivating the site-based project team to deliver the project in a safe , timely and cost effective manner
  9. Ensuring timely review and errorless reports submission to internal and external stakeholders
  10. Ensure that all project/contract deliverables including final documentation are properly submitted to the client in timely manner. Ensure project documents are maintained complete, updated and stored properly.
  11. Ensure project close out reports are maintained which includes the project evaluation, assessment of the results and lesson learnt.
  12. Foster an engaging culture of safe and productive work through role modelling Company values.
  13. Build and maintain a stimulating and challenging environment by taking a professional approach to interactions, using effective communications, and providing coaching and encouragement to others to help them achieve their maximum
  14. Actively participate in company Safety meetings.
  15. Conduct & Steer the project quality and HSE awareness program.
  16. Complies with all relevant safety, quality and environment management policies , procedure and controls to ensure a healthy  and safe work environment.
  17. Performs other related duties or assignment as directed on order to contribute to the continuous operation of the department

QUALIFICATION

  • BE Mechanical Engineering with relevant experience in Offshore Fabrication (i.e., Jacket, Topside, Boat landing, etc.).
  • Core Project management experiences is must and PMP qualification is preferable.
  • Experience in working with multi-national and multi-cultural project teams is strongly preferred
  • Strong HSE commitment and robust Commercial awareness.
  • Able to handle multiple project and cope with fast pace dynamic work environment
EXPERIENCE
  • Minimum 05 years experience in relevant position.
TECHNICAL COMPETENCIES:
  1. Ability to use Project Management Techniques
  2. Ability to focus more on contractual objectives
  3. Previous managerial experience with good technical competency
  4. Sound knowledge of offshore structure fabrication and loadout methodology in the capacity of project management
  5. Good knowledge & experience on budget planning, client management, contract management , maintaining strong HSEQ objective on project

Qatarization:
1.    Design and implement initiatives, programs, and events to support Qatarization.
2.    Participate with senior management in the formulation of strategies for the development of Qatari employees.
3.    Ensure PDP’s (Personal Development Plans) are in place and updated as necessary for all Qatari Nationals (current and new employees).

Talent Development and Succession:
4.    Design and implement talent development programs for Qatari Nationals to ensure a robust and sustainable pipeline of talent for the Company, including but not limited to sponsorships, scholarships, national developee program, and continuing education programs.
5.    Design and implement a Performance Coaching framework, appropriate for Nakilat and Joint Venter companies, to ensure ongoing development of employees, while ensuring that line managers, coaches, and mentors are trained within this framework.
6.    Advise on and implement appropriate procedures to identify internal talent, with specific focus on Qatari Nationals.
7.    Design, develop, and implement a Succession Planning Framework for Nakilat and Joint Venter companies.

Learning & Development:
8.    Develop and action an annual learning needs analysis and training plan to address identified learning needs.
9.    Identify suitable training providers available both locally and overseas to deliver learning in line with NAKILAT and Joint Venture companies’ learning needs.
10.    Plan, coordinate and supervise the provision of in-house and external training services to meet NAKILAT and Joint Venture companies’ training and development requirements.

Performance Management and Development:
11.    Advise on and implement appropriate performance management and development methodologies for NAKILAT and Joint Venture companies.
12.    Ensure that a system for performance management and development that covers all phases of the performance cycle is in place and utilized appropriately.

Budgets and Plans:
15.    Contribute to the development of the HR department budget, through setting the Learning & Development section budget, and monitor its expenditure, while ensuring the optimal utilization of all available resources to protect NAKILAT’s interest.

Systems and Processes:
16.    Supervise and ensure the development of policies and procedures for implementation of all learning and development initiatives; periodically review all learning and development section policies and procedures to identify areas of improvements.

Qualifications, Experience and Job Skills

Qualifications:
•    Bachelor degree in Business Studies, Business Administration, Human Resources or any other related field.
•    Master’s Degree is preferred.
Experience:
•    8-10 years of related experience of which a minimum of 3 years in managerial position.
•    Previous experience in Oil & Gas industry and regional experience is preferred.
Job Specific Skills:
•    Knowledge of Training and development principles and practices (Principles of Adult Learning)
•    Knowledge of Assessment and Learning e.g. ODETDP
•    Knowledge of Microsoft Office
